Numerous vendor-designed and home-grown instruments have been used in the past in an attempt to capture patient satisfaction data. Unfortunately, the methods had little comparability between sites of care. The Centers for Medicare & Medicaid Services (CMS) and the Agency for Healthcare Research and Quality (AHRQ) jointly developed and tested the first national instrument and methodology to directly survey patients’ perception of care. The Consumer Assessment of Health Providers and Systems (CAHPS) was first implemented in the hospital setting on a voluntary basis in 2006 and then required as part of CMS’s Reporting Hospital Quality Data for Annual Payment Update program (RHQDAPU) in 2008.
